In the aftermath of Hurricane Sandy this week, the New York Times declared, "A big storm requires big government."

In a statement released today, California Secretary of State Debra Bowen reports that California voter registration hit a record 18.2 million voters. The percentage of eligible Californians registered to vote, however, has remained relatively stable for the last decade, reaching 76.7% this year.

It seems that something is making these cues that normally preserve civility ineffective, and there is more than one factor causing this phenomenon. First, a masking-effect is likely occurring.
