One in particular was decided by 0.4% of the vote which propelled Scott Peters ahead of Brian Bilbray to represent California's 52nd congressional district. Californians had to vote on 11 propositions this year. Five were approved and six defeated. More than $420 million were spent in favor or against the propositions.
