The ban on evictions is causing homelessness, not preventing it.
The Judicial Council, which sets rules for California’s court system, has banned evictions since the pandemic started in March.
Governor Gavin Newsom doesn’t want it to happen. Neither do powerful leaders in the state Legislature. Tenant groups desperately want to prevent it, and landlord associations say they also want to avoid it so long as they don’t bear an unfair portion of the cost.

The Great Recession sparked a massive transfer of wealth in California and the rest of the nation.
