While he questioned the Director of the All-Threat Intelligence Center, Bryan Costigan, Senator Booker said:

Vox reported Wednesday that Stanford University has implemented a new program that will make it easier for low-, middle-, and upper-middle class families to afford college. But to be a true heavyweight of American politics, Warren still needs to develop a solid message, and then sell that message to America.
